Can the "lock replacement fee" and "24-hour support fee" on your rental quote be waived?

The lock replacement fee and 24-hour support fee on your quote: which one is open to discussion, and which is almost impossible to avoid.

After viewing properties in Fukuoka and reaching the quotation stage, many people are instantly overwhelmed by the long list of sundry charges on the cost estimate (mitsumorisho, 見積書). The two items people ask about most are the "lock replacement fee" (kagi kōkan hiyō, 鍵交換費用) and the "24-hour support service" (24-jikan anshin sapōto, 24時間安心サポート).

Together these usually come to at least ¥20,000–30,000, so can you save this money?

1. Lock replacement fee: a "standard item" for security reasons, almost 100% unavoidable

In Fukuoka property contracts, the lock replacement fee is almost 100% non-negotiable. It is not only the landlord's requirement; it also protects the new tenant's privacy.

  • Why must the lock be changed? While a property is vacant, being renovated or being shown to prospective tenants, its keys pass through the hands of countless agents, cleaning companies and contractors. To make sure you are the only person holding a key, changing the lock is standard procedure for rentals in Japan.
  • You cannot choose the type: The type of lock is determined by the building's own security design.
  • Standard lock: In Fukuoka, the going rate is about ¥15,000–25,000.
  • High-security lock: For more secure keys, the electronic locks that come as standard in upmarket flats, or keys with sensor functions, the lock replacement fee can reach ¥50,000 or even ¥100,000, depending on the features and the number of keys.
※ It is expensive, but in Japan break-ins by previous tenants who kept a spare key are not unheard of. This money buys you a good night's sleep for the next few years.

2. 24-hour support service fee: filling the management company's "service gap"

This fee is usually paid to an outsourced support company to deal with sudden problems at home. In Fukuoka it generally costs ¥800–1,500 a month, and most management companies now make joining it a compulsory condition of the contract.

  • Why do management companies insist on it? The vast majority of Japanese management companies work "nine to six", and most are closed at weekends and on public holidays. If a pipe bursts, the toilet blocks or a window breaks in the middle of the night on a Saturday, there is a good chance nobody will answer at the management company; the support company can then send someone out for emergencies 24 hours a day.
  • A hidden bonus for foreign residents: Some support companies offer multilingual support, which can be a real lifeline in an emergency.
  • The most common scenario: Besides repairs, the most common use is actually "lost key assistance". If you lose your key in the middle of the night and cannot get in, the service usually includes a free or discounted call-out to open the lock, so you are not left stranded on the street at night or paying a steep private locksmith's fee.

💡 Tips for choosing a property

Japan's property market is highly systematised. There may be many initial costs, but the rules are clearly written. Rather than arguing over whether they can be waived, focus on "checking the value of the service":

  1. Check how many keys you get, what features they have, and so on.
  2. Check whether the support service covers your actual needs, such as foreign-language support or help with lost keys.

I hope these small local observations give you more confidence as you look for your ideal home in Fukuoka.
